In response to the common cognitive biases of Chinese government Scholarship applicants regarding the recognition criteria for "pre-admission notices", this paper clarifies the legal issuing entity and valid recognition rules for pre-admission notices, helping applicants submit compliant application materials and avoiding any impact on the review due to non-compliance with document requirements. This article primarily clarifies that only the pre-admission notice (or admission notice) issued by the designated Chinese university admissions office is regarded as valid material. Other documents such as the acceptance letter from the potential supervisor, the professor's email, or the oral commitment of the department do not have the same validity and cannot be submitted as alternative documents. If applicants wish to enhance their application efficiency through the pre-admission channel, they must proactively contact the admissions office of their target institutions and complete the prescribed procedures, including the review of materials recognized by the university-level admissions department, the evaluation by the academic department, and the formal issuance by the admissions office. This article also suggests that applicants who are interested in applying through the pre-admission method should clearly inquire about the conditions for issuing the pre-admission notice and the required time when contacting the institution, and reserve sufficient processing period. Before obtaining the official pre-admission document, you can prepare the regular application materials at the same time to ensure that the application progress is not affected.
